n the 2017 Autumn Budget the Chancellor announced that the Government would make available up to £1bn additional HRA borrowing headroom available over 3 years from April 2019 to local authorities in “areas of high affordability pressures” and on 26 June the Housing Secretary published the Prospectus for submission of bids against this programme. The additional £1bn borrowing has been split equally between London and the rest of England and “areas of high affordability pressures” have been defined as those areas where the difference between the average social rent and the average market rent is greater than £50 per week. Local authorities will be able to submit bids from the end of June through Homes England and the closing date for bids will be the 7 September 2018. We have arranged this special event to enable our members to hear first-hand from officials at MHCLG what the Prospectus might mean for local authorities in “areas of high affordability pressures”, what flexibilities they will have in utilising the additional borrowing approvals and what conditions will apply. We have also invited a representative from Homes England to take delegates through the detail of the bidding process, the information that will be required, the deadline for bid submissions and the assessment criteria. We will continue to press government to lift HRA borrowing caps for all councils and even if your authority is not included in the list of local authorities defined in the Prospectus as areas of high affordability pressures eligible to bid for an increase in your HRA borrowing cap we would urge you to attend this meeting to ensure your voice is heard.
